What is ATO? The complete guide to Agent Tool Optimization

ATO (Agent Tool Optimization) is the practice of optimizing tools so AI agents discover, select, and execute them. This is the definitive guide to the new optimization category.

SEO optimizes for search engines. LLMO optimizes for LLM citations. ATO optimizes for agent tool selection.

If you build APIs, MCP servers, or any tool that AI agents use, ATO determines whether your tool gets picked or ignored.

The problem

There are now over 10,000 MCP servers registered across public registries. When an AI agent needs to search the web, manage files, or query a database, it doesn’t ask a human which tool to use. It evaluates available tools and picks one.

The selection happens in milliseconds. The agent reads your tool’s name, description, and schema. If the description is vague, the schema is incomplete, or the name is generic — the agent picks a competitor.

We scanned 4,162 MCP servers and found that 73% don’t even expose tool definitions. They’re registered but invisible to agents. Among the 27% that are visible, research shows that quality-compliant descriptions achieve 72% selection probability versus 20% for non-compliant ones.

That’s a 3.6x advantage from better text.

The three stages of ATO

Stage 1: Be recognized

This is LLMO territory. Your brand appears in AI-generated responses. Your documentation is in training data. LLMs know you exist.

Stage 1 is necessary but not sufficient. Being mentioned is not the same as being used.

Stage 2: Be selected

When an agent searches for tools, yours wins. This is ATO’s core contribution. Your tool name is searchable. Your description clearly states purpose, context, and return values. Your schema defines types, enums, and required fields.

This is where most tools fail. The description says what the tool does but not when to use it. The schema has types but no descriptions. The name is generic.

Stage 3: Be used reliably

Once selected, your tool executes successfully. Errors are handled gracefully. The agent learns that your tool works and comes back.

Stage 3 is the deepest layer. It requires execution quality, not just description quality. But you can’t reach Stage 3 without passing Stage 2.

The four dimensions

ToolRank Score measures tools across four dimensions:

Findability (25%) — Can agents discover you? This includes registry presence, naming conventions, tags, and discoverability metadata. A tool named get is harder to find than search_repositories.

Clarity (35%) — Can agents understand you? The highest-weighted dimension. Description quality, purpose statement, usage context (“use this when…”), and return value documentation. This is where most improvements happen.

Precision (25%) — Is your interface precise? Schema types, enums, defaults, required fields, parameter descriptions. An agent needs to construct a valid API call on the first attempt.

Efficiency (15%) — Are you token-efficient? Every token in your tool definition costs context window space. Verbose definitions crowd out other tools. Efficient definitions leave room.

The window
